
Rachel Barlow
Adjunct Professor
Dr Rachel Barlow is an Adjunct Professor in Lobbying at Brussels School of Governance and Associate Director, Public Affairs Europe, for the leading international recruitment agency, Oxford HR.
At Oxford HR, Rachel manages search and recruitment assignments for the EU not for profit sector, covering civil society organisations, business associations and alliances. She is also a Board member of the prominent thinktank, the European Policy Centre.
A self-confessed governance geek, Rachel relishes working with complex multilevel organisations so that they can better serve their cause and their members. More recently, she has worked closely with NGOs and the foundation sector to assess their ability to take on the challenges of our new reality, and advises on best practice for strategic planning, team cohesion and EU lobbying trends.
When she was Senior Adviser for Ellwood Atfield (2011 to 2020), Rachel co-founded and directed the Association Leadership Academy providing tailored training and best practice based reports to Brussels based association leaders.
As a former Vice President of Kellen Europe, Rachel has created, managed, advised and represented European and International associations and NGOs throughout her 20-year career. Having read Law in London and Paris, Rachel completed her LLM in Brussels and was awarded a PhD in 2014 for her research on the public accountability of EU lobbying multi-stakeholder organisations.
Rachel is Belgian and British, Brussels based, and speaks fluent French and Italian.
