Clément Perarnaud

Associate Fellow

Clément Perarnaud is an Associate Fellow at the Brussels School of Governance and a PhD candidate in political science at University Pompeu Fabra (UPF Barcelona).
His thesis focuses on the power of member states in negotiations of the Council of the EU. His research investigates member states’ resources and capacities to advance their political preferences at the European level, looking in particular at the making process of the EU’s Digital Single Market. Before joining UPF, he worked for the Center for International Studies and Research (CERI – Sciences Po), the Research Institute on Contemporary Maghreb (IRMC Tunis), and is also currently a member of the Research Group on Internet governance of the Centre Internet et Société (CIS-CNRS).
