Book Launch: Addressing Hybrid Threats

The Russian invasion of Ukraine in February 2022, with the return of an element of ‘traditional’ warfare, was a stark reminder that (serious) military threats, are still with us. But there are also other threats to the security of Europe, so-called hybrid threats that combine characteristics of conventional warfare and of hostile diplomacy.

Building on this new edited volume, our panel will discuss select issues related to hybrid threats in hybrid format on 7 March 2024, 17:00-18:30 (CET). You are invited to join us in person, at Brussels School of Governance, Pleinlaan 5, floor -1, 1050 Brussels, or online, via Zoom.

Bridging rich theoretical analysis with real-world examples, the book navigates EU law in the context of hybrid threats, examining how security issues affect themes of constitutional law at the heart of a democratic system. Presenting doctrinal and historical insights, the book not only considers the different types of hybrid threats, but also how they are increasingly showing that traditional understandings of security risk are becoming obsolete.

Bringing together leading experts in the fields of security, anthropology, and EU law, chapters of the book map out the EU and NATO’s responses to five hybrid threats: disinformation, instrumentalisation of migration, cyberthreats, abuses of energy resources, and lawfare.
