EDGE Seminar: Power to the connected? Member states’ bargaining power in the making of EU digital policies

This research aims at providing a refined understanding of the determinants of member states’ bargaining success in shaping EU digital policies. More specifically, this research intends to uncover the role of coalitions and individual negotiators’ capacities and resources for explaining member states’ ability to successfully influence the outcome of digital policies in the Council of the EU.

The logic of the Council has shifted in recent years from intergovernmental negotiation to a logic of influence. Achieving success has increasingly become a collective experience for governments. This research focuses on the lower levels of decision-making to investigate coalition and preference formation in the Council. It adopts a process-tracing methodology.

This event is organised as part of the VUB strategic research programme Evaluation Democratic Governance in Europe (EDGE).
